I know I just did a neural net dream process of a picture very recently, but I realized the beauty of the art is in recursion. You keep running the image through the processor to reinforce the elements it notices until those things look like something.
Using this website I iterated the cloud photo about 100 times. I grabbed many of the interim stages and used Windows Movie Maker to throw them into a rough slide show which approximates animation. Check it out:
